The Highway Regulation entered a new phase after the Ministry of Public Works issued two provisions touching on the future of concessions and state acceptance of strategic areas in Sumatra.
Per Candy PU No. 12 of 2026 regulates the acquisition and operation of the highway after the expiry of the concession period. The regulations in force since 15 June 2026 include preparation of the acquisition, joint inspection, financing of repair work, inspection of the results of the repair, until the delivery of the highway.
The government can evaluate the continuation of the management of the shares after the concession is over, including the change of status to a barrier-free route without tariffs or the assignment of new companies to state-owned enterprises.
Permen PU No. 14 Year 2026 moves on the fiscal side. This regulation serves as a guideline for setting the tariffs of Trans Sumatera Road for the Betung, Simpang Sekayu, Tempino, Jambi and PNBP routes of the Ministry of Public Works.
Both regulations show that the management of the highway does not stop at construction and operation. The government has also begun to refine the final phase of concessions and the receiving flow of the parcels built with state support.
The highway is not only about speeding up travel, but it should also have a clear legal exit when the concession period is over.
